The accessibility deadlines that now apply to you

European Accessibility Act (EAA) — enforceable since 28 June 2025.

The EAA applies to organizations doing business in the EU, including non-EU companies selling into the EU market. Its presumed compliance standard, EN 301 549, incorporates WCAG 2.1 Level AA, and enforcement across member states is intensifying through 2026. If you publish digital learning content, e-books, courseware, or apps for EU users, they are in scope.

US ADA Title II — staggered WCAG 2.1 AA deadlines.

Public colleges and universities serving populations of 50,000+ must conform by 26 April 2027; smaller institutions by 26 April 2028. The rule explicitly covers websites, mobile apps, digital documents, and online course content — including LMS materials such as Canvas. This pulls in universities, their online-program managers (OPMs), and platform/content vendors.

Section 508 & VPAT — the procurement gate.

US federal agencies, and the universities and institutions that spend federal dollars, require vendors to prove conformance through a VPAT/ACR. In practice, no current VPAT means no consideration in procurement. For publishers and EdTech firms, that makes content accessibility a direct condition of winning and keeping business.
